On a cold morning in January 1881, Inspector James Hadley is summoned to the Chief Inspector's office and is informed that a murder has been reported at the Tower of London after the body of an Army Officer is found in the White Tower. Hadley and Sergeant Cooper make their way to the Tower where they discover the blood stained corpse of Lieutenant Granville Thomas, who had been beheaded on an executioners block. Colonel Munroe admits that Thomas had enemies within the Regiment of Lancers stationed at the Tower, because of his behaviour with Officer's wives, while Sir William Lovell, the Constable of the Tower, is more concerned about the safety of the Crown Jewels. Hadley begins the complex investigation with many suspects, but is diverted when another Officer is found hanged on Traitors Gate. Days later, Stamford, a senior Warder at the Tower, and his wife are missing and objects, connected with witchcraft, are discovered in the Bloody Tower. Stamford's house is searched and items used in witchcraft practices are found in a trunk. Hadley concentrates on the murder investigation and narrows the list of suspects down to Captain Mason-Browne and believes he is the killer, but before he can be arrested, he disappears. On information obtained from his distraught wife, Hadley and Cooper travel to Oxford to question the Captain's brother, who advises them that his brother may be hiding in a nearby cottage. The detectives make their way to the cottage and discover the body of Stamford, who had been tortured before being stabbed to death. There is no sign of the Captain, but an informant in the Lancers tells Hadley that Mason-Browne could be at a farm near York and the detectives travel out to a farm on Marston Moor, where they find the body of the Captain, half buried in snow. Following fast moving lines of enquiry, the detectives trace Mrs Stamford and a soldier in the Lancers, who are suspected of the murders and arrested.
